A longer AP article on the administration’s debate on SWIFT (courtesy of Travis Holte) says that the House and the Senate Banking Committee have earlier pressed Obama on cutting Iran off from the organization that clears international financial transactions (SWIFT).
Congress has very often been more aggressive against Iran than the executive branch. This fits that pattern.
