If you can bear it, take a look at the mission statement Tax Division of the Department of (in)Justice:

The Tax Division’s mission is to enforce the nation’s tax laws fully, fairly, and consistently, through both criminal and civil litigation, in order to promote voluntary compliance with the tax laws, maintain public confidence in the integrity of the tax system, and promote the sound development of the law.

So the mission is “voluntary compliance.” Right–for your own good. That way, if you feel that it’s voluntary, they will more or less leave you alone. You might even feel good about paying taxes! So come on, citizen, let’s “maintain public confidence in the integrity of the tax system” once and for all. Pay your fair share.
