Lew: Re how political systems must search for new “enemies” whenever the established ones disappear, was well-developed in a book — long out of print — titled Report from Iron Mountain. A purely fictionalized account — but so were 1984, Brave New World, Atlas Shrugged, et. al. — it deals with the question of how the American state would have to respond if peace broke out in the world; what new threats could be found (or concocted) to keep the racket going.
