Rothbard, Ron Paul, and Pollution

A reader wrote this morning to ask about an exchange Ron Paul had on TV last night with Eliot Spitzer, in which Spitzer asked how a libertarian would deal with pollution. Dr. Paul spoke about having the courts deal with it, and the reader was interested in further elaboration. The classic treatment is Murray Rothbard’s “Law, Property Rights, and Air Pollution,” an article that in fact covers even more than its title promises.
