So the Baltimore police are busy as bees harrassing smokers outside of restaurants, threatening to arrest them for loitering after the state’s ban on smoking in all bars and restaurants came into effect last month. This is a good use of police time, since the murder rate in Baltimore city is 5 1/2 times the national average; robbery is three times the national average; and aggravated assalt is almost three times the national average. With all this violent crime, the safest place for a city cop to be is in front of a restaurant, threatening middle-aged suburbanites for committing the “crime” of assuming that the public sidewalks are actually for the benefit of the public.
