Of course, Bill, your question brings to mind another question that was posed years ago: You were “wise” and “responsible” enough at 18 years old to go kill for the U.S. Government in some war, yet you weren’t “wise” or “responsible” enough to vote until you were 21 years old.

Although that paradox was rectified almost 40 years ago (you “lucky” voting/murdering 18 year olds, you), there is still the paradox of why you aren’t responsible enough to drink alcohol until you are 21 years old, yet you’re responsible enough as an 18 year old to kill for the U.S. Government in some war.
