In downtown Tulsa there is an ancient brick building that exemplifies the entire history of compulsory government schooling in one facility. For decades it was known as Horace Mann Junior High School and served its appropriate captive clientele. Today it is known as the Horace Mann Community Correctional Center and serves its appropriate captive clientele. From “prison” to “prison” without anyone noticing any substantial change in mission statement.
