“Public” School Incentives

For the past several years I have read stories of how there are hundreds of incidents every year in which public school “students” beat up their teachers in the classroom in Baltimore.  Naturally,the response to this by the school bureaucrats has been to pay teachers as much as $9,500 for NOT suspending violent and disruptive “students.”  You see, the main ingredient in determining federal (and state) subsidies for local governmnt schools is Average Daily Attendance.  The more students who are suspended, the lower is the average daily attedance number, which reduces the amount of loot the teachers’ unions get to pocket.
