Off-Duty Crimes?

Why is it that, when you see a news headline reading “off-duty police officer involved in shooting,” you know there’s a better than even chance the cop committed a crime?  For some reason, people like to imagine that a police officer (i.e., the government’s  hired hitman) is no longer a representative of state violence when he is off-duty.
