If NATO had not bombed Gaddafi’s forces and if the West had not introduced various special forces into Libya, Gaddafi would probably already have put down the rebellion. He would have been far less likely to have resorted to tactics that kill and harm large numbers of civilians, such as surrounding a city and cutting off its supplies, or mixing in his forces with civilians, or threatening everyone in a city with harm, or brutalizing everyone in a city. It is a no-brainer that with his heavier forces degraded, he would substitute towards other kinds of force. Certainly this kind of substitution and change of tactics was known to Western military and political leaders; they’ve even experienced it before. This is another reason why we can be sure that their mission is not humanitarian and that other aims prevail.
