I am on that rules committee that passed the rule allowing candidates to throw out national delegates and alternates. The article you linked missed another detail in the proposal whereby all national delegates and national alternates are bound at future conventions even if state party rules leave them unbound. It also prohibits a caucus\convention process in Minnesota and elsewhere from deciding which candidate wins the support of the state’s delegates.
An interesting side note: Several minutes before the discussion on the rules started, Reince Priebus himself appeared in the room. During debate on the motion Henry Barbour, the rules committeeman from Mississippi, appeared to be nodding in agreement to the statements of an opponent of the amendment. However, after Reince walked over and talked to him, he voted for the amendment.
