I Hate the Phrase ‘Connect the Dots’

Was it used before 9/11/01? Except as the children’s game, that is. All the vast retinue of spy agencies need do is “connect the dots,” we’re told by readers of state press releases, and all will be well. But the thousands and thousands of spies can’t ever seem to do it, and orders from the gamemaster won’t make a difference. Indeed, given the size of the US intelligence establishment, the burning hatred the components have for each other, and the incompetence of all government bureaucracies, let alone giant ones, it’s surprising they can connect the dots to the parking lot.
