In John Stossel’s otherwise good piece castigating David Brooks for being a “Big Government Conservative,” he fails to ask what really is the most important question to ask of a view like Brooks’ — when, exactly, did individual human beings become resources, “human capital,” to be managed for the benefit of the state? Or rather, when did that notion become essential to “conservative” thinking?
