As to the first clause, no it hasn’t. As to the second, what he means is, we’ve had to intervene somewhat less than the neocons would have liked. So, under the Huckster, we will get alternative energy pork and corporate welfare, freeing up the government to get into even more pointless foriegn wars. Notice the subtext of all this: hostility to free trade.
