James Tooley and James Stanfield have brought together a number of articles written by E.G. West. They are in a PDF book titled “Government Failure: E.G. West on Education.” That is available here.
The preface says, “West argued that, prior to the major state involvement in education in England & Wales in 1870, school attendance rates and literacy rates were well above 90 per cent. State intervention was not required to ensure almost universal attendance and literacy.”
