Almost every morning the local government bureaucrat here in our village in Phon Thong, Thailand, takes to the loudspeaker with some pronouncement. But it seems that the local dogs do not approve and they begin to bark and howl until the bureaucrat ends her presentation; then the village becomes quiet and peaceful once again.
