Define Properly

According to Dow Jones newswires:

More than a quarter of the federal government’s programs aren’t performing properly, a list that includes Amtrak (AMT.XX) and Internal Revenue Service tax collection, according to data published on a new Web site developed by the U.S. Office of Management and Budget.

The Web site, www.whitehouse.gov/omb/expectmore/, unveiled Monday as part of the White House’s effort to boost accountability and transparency lists the strengths and weaknesses of 800 government initiatives – around 80% of the government’s $2.77 trillion budget.

The results are mixed: just 15% are effective, 29% are moderately effective and 28% are adequate. The remaining 28%, classified as “not performing,” are either rated ineffective or “results not demonstrated,” 4% and 24%, respectively.

I have not visited the gummint web site, so I don’t know what all is on there. However, I have a sneaky suspicison that everything the Pentagon and Homeland Security are doing is done “properly” and “effectively.”
