Criminal Negligence

In the case of the dead toddlers in rural Georgia, I note something that is not noted in the media. Apparently, this little boy and girl, two and three years old, walked through large holes in a fence surrounding a government sewage lake, fell down an embankment, and drowned. If this had been a private facility, the media would be calling for the head of the man in charge, and large damages (at the very least). Because it is government negligence, if I do not repeat myself, no one is responsible.
