It would seem so, from a photograph on the May/June 2004 Policy Report featuring Ed Crane and other Kochtopusians sitting around with Putin in Moscow. Crane must have had it airbrushed, kind of like the Soviets used to do to their “official photos.” I wonder where the Kochtopus stands on the hostilities in Georgia?
