Herman Cain now says that legalizing medical marijuana should be left up to the states. When in his life has he ever made a statement like that? Only Ron Paul has consistently opposed drug laws. Republican statists can sure preach federalism when they think it will appeal to voters. He does not, of course, favor ending the drug war.
