So says Gen. Sir David Richards, who is chief of Great Britain’s armed forces. How long and at what great cost did it take to build up this capital that he wants to destroy in a few hours?

Richards speaks of “hardly any civilian casualties” in NATO’s bombing. I’d estimate 50–200+, judging from various reports. Does Richards speak as casually about the 7 July 2005 subway bombings in London that took 56 lives (including 4 bombers)?
