Are Sex Quotas Democratic?

Listening to G. Gordon Liddy interview a woman who recently returned from Iraq, I learned today that the elections, which are being managed by the U.S. government, require that one third of all candidates for the legislature be women. The virtue of this, said Liddy’s expert on democracy, is that Iraqi women are more likely to vote for a bigger welfare state, seeing how so many of them are widows. She blamed the widowhood on Saddam, of course, but not on the 1991 war or the current war, where the widows were created by the U.S. military.

If this is such a good idea, I wonder why no one is proposing it for the U.S.?
