Am I a Manufacturer of Firearms?

The totalitarian ATF has published a PDF that addresses some of the questions that us serfs might have about licensing. In three pages, it gives us 15 examples of “operations performed on firearms and guidance as to whether or not such operations would be considered manufacturing under the Gun Control Act.” These operations range from manufacturing receivers and barrels to colorization and heat treating of firearm receivers, which –you guessed it– are considered “manufacturing” and therefore must be licensed as such.
