"I can understand Mr. Higg’s feelings. Here in Texas we have been occupied by hostile forces for more than 150 years. Unlike Japan, though, the US government has NEVER adopted an official policy that renounces war as an instrument of national policy. In fact, war itself seems to be the policy. The US military is like some sort of persistent venereal disease that not only infects its victims, but once infected, the host is never able to be rid of it."
