A state legislator is stalking one of the last vestiges of freedom in America: the freedom not to report a crime. This is in response to the gang rape at a government school in October—the one in California as opposed to the other two gang rapes at government schools that month. It's typical of liberals to blame everyone for a crime but the actual perpetrators. Yet another instance of the recent epidemic of liberty reduction as a form of grieving.

Update: Will this new law also create tort liability for failure to rescue? The traditional and libertarian rule is there is no duty to rescue unless you created the hazard initially.
