It seems the "enlightened" rulers of New Rochelle, NY are in the process of passing a law:
to mandate bicycle racks on all residential developments containing ten or more dwelling units. In mixed use and non-residential developments with 10* or more parking spaces, a bicycle parking facility must be provided. If it is not possible to provide parking space for bicycle racks, a payment can be made to the City's "Bicycle Rack Fund."
One would think that if it was so important for a PRIVATE owner to accommodate his VOLUNTARY customers, he would come to his own conclusion as to whether or not it is necessary to provide an additional service or accommodation for his customers.
