Once upon a time, some local cops tried to be protectors of life and property (within the unfortunate confines of government, that is). But since the federalization and militarization of local police--starting with Nixon, especially--and the recruitment of mercenaries from the terror wars, many are now the sort who enjoy tasering the helpless.
