Can it be that the large toymakers designed federal regulation that will drive small craftsmen out of business? I refuse to believe it. I learned in school that regulation is carried out by our public-spirited representatives for the common good, that free people could never figure out private substitutes for it, and that without the regulatory apparatus we'd all die instantly.
