Even Mr. Statecraft as Soulcraft seems to be upset with the budding dictatorship. On the other hand, it could be a sign of neocon pressure--the quote is highlighted by fellow deathcon Andrew Sullivan--to make sure Bush exercises the "military option" (i.e., commits mass murder) against Iran.
