"If people are left to their own devices[my emphasis], we'll become top-heavy with poor people,'' Silli says.

The gist is: the majority of the pathetic, middle class "want their safety net," which the rest of us middle class'ers shall provide for them via "public policy" redistribution schemes in the name of risk aversion. Screw them all.
