Hold on a minute. It makes no sense that this "loose federation of individuals" would conspire to derail any move toward sovereignty. Presumably -- unless they just enjoy the gentle rain of C-130 gunships -- this "loose federation" is struggling to expel the occupying forces, and thus to regain sovereignty. Fighting against sovereignty would mean fighting to retain US occupation. But what's in a word...
