Chris Condon, on target as usual, writes concerning my article on war guilt: "The motives of the Bush Administration in going to war with Iraq were indeed unclear. You might have mentioned that the motives for the first Gulf War were unclear as well. The conventional view is that it was to drive Iraq out of Kuwait. I believe, however, that the first President Bush had decided before the Kuwait invasion that Saddam Hussein had to go, and goaded him into invading Kuwait to provide a justification for war that he had already decided upon for other reasons."
